Malaysia Airlines is making changes to power bank rules that airlines such as Singapore Airlines (read more here), and Thai Airways (read more here) have already instituted.
Passengers are NOT allowed to use or charge power banks during flights, and they are NOT allowed to be stored in overhead compartments. They must be kept on your under-the-seat carry-on or in a seat pocket (where you can easily forget them).

Updated Guidelines for Carrying Power Banks on Board
Effective 1 April 2025, all passengers travelling with Malaysia Airlines, Firefly and MASwings must comply with the updated policy on carrying power banks on board.
- Power banks must be carried with you at all times and should not be placed in the overhead compartments. During the flight, you may store them in your carry-on bag under the seat, or in the seat pocket in front of you. Magnetic wireless charging power banks must be kept in a separate bag or protective pouch to prevent unintentional activation.
- Charging or using of power banks is strictly prohibited throughout the flight.
- The carriage of power banks and spare lithium-ion batteries in checked baggage is strictly prohibited.
These policies are in place to ensure flight safety.

Conclusion
It is close to impossible to enforce that passengers don’t place power banks with their carry-ons in the overhead compartments.
Airlines should ensure that there are enough functional power plugs for passengers to charge their electronic devices during flights.
